The position will be in Eureka (Humboldt County) at 930 6th Street, Eureka, CA 95501 in Downtown Eureka.
Duties: Under the direction of the Supervising Water Resource Control Engineer of the Agriculture and Enforcement Division, and consistent with good customer service practices and the goals of the Water Boards, the incumbent supervises staff in the development and implementation of the Cannabis Cultivation Regulatory Program. Experience assessing hydrogeologic conditions, including the hydrologic connectivity of water; erosion and sediment transport potential; slope stability; and geologic hazards. Experience enforcing environmental regulations. Experience working with state, federal, and local agencies, tribes, research organizations, community members, and regulated entities. Strong organizational, analytical, and decision-making skills. Ability to work effectively with all levels of staff, management, and the public. Due to the strong regulatory nature of this position, a certain level of comfort with conflict and an ability to manage it with composure is highly desirable. Experience as a supervisor and/or lead of a multi-disciplinary team in the implementation of a water quality regulatory program. Leadership experience, including leading or participating in the development of policies and programs. Excellent verbal and written communication skills with demonstrated experience giving presentations to large audiences. Familiarity with and experience interpreting laws and regulations, especially the Porter-Cologne Water Quality Control Act, Clean Water Act, and water quality issues in California. Experience with Microsoft Office software, Geographic Information System (GIS) application, and statistical analysis software. Knowledge of agricultural operations and activities, especially cannabis cultivation.
Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees.
