Real estate property management firm is seeking a property manager specializing in affordable housing to join their team.

Responsibilities:
Property Operations & Compliance

  • LIHTC Compliance: Ensure properties comply with all Low-Income Housing Tax Credit (LIHTC) regulations, including timely tenant recertifications, income eligibility verifications, and accurate record-keeping.
  • Rent Stabilization Management: Administer NYC rent stabilization processes, including lease renewals, rent increases, and compliance with NYC Rent Guidelines Board rules.
  • Subsidy Program Administration: Work with tenants and agencies to manage programs like Section 8 (NYCHA), HPD housing vouchers, and CityFHEPS, ensuring subsidy requirements aremet. This includes handling required HPD paperwork (e.g., dismissal requests, lead
  • postponements, vermin/mold affidavits).
  • File Management: Maintain accurate and complete tenant files in compliance with LIHTC and NYC regulations, ensuring readiness for audits or inspections.
  • Local Law Compliance: Ensure adherence to NYC-specific Local Laws, such as: Local Law 11 (facade inspections and repairs), Local Law 97 (building emissions compliance), Local Law 84 (energy benchmarking).
  • Building Code Adherence: Address violations and ensure compliance with NYC Housing Maintenance Code, Department of Buildings (DOB) codes, and fire safety standards. This includes familiarity with ECB hearings, timely violation certifications (HPD, DOB, FDNY, DSNY), and ensuring building systems and components are up to code (e.g., fire extinguisher tags, CAT1/5 testing, petroleum bulk storage permits, and sprinkler flow tests).

Tenant Relations & Services

  • Grievance Handling: Respond promptly to tenant complaints, working to resolve issues in line with NYC tenant protection laws and LIHTC standards.
  • Lease Administration: Process tenant move-ins, renewals, and terminations, ensuring compliance with LIHTC and NYC rent stabilization guidelines.
  • Rent Collection: Collect rents, manage subsidy payments, issue late notices, and coordinate with subsidy administrators like NYCHA and HPD.

Building Maintenance & Safety

  • Maintenance Coordination: Work closely with superintendents and maintenance staff to address repair needs, ensuring buildings meet LIHTC quality standards and NYC codes.
  • Inspection Preparation: Prepare for and accompany inspectors from agencies such as HPD, DOB, and NYCHA, ensuring findings are addressed promptly and certifications (e.g., HQS) are up to date.
  • Preventative Maintenance: Develop and follow schedules for building maintenance to prevent costly repairs and maintain compliance.

Financial Responsibilities

  • Expense Tracking: Monitor property expenses and submit regular updates to management, ensuring alignment with budgets and funding requirements.
  • Delinquency Follow-Up: Work with tenants and subsidy providers to resolve late payments, subsidy delays, or recertification issues.
  • Occupancy & Tenant Engagement15. Vacancy Reduction: Show vacant units, process applications, and complete income certifications for new tenants in compliance with LIHTC guidelines.
  • Tenant Retention: Foster positive relationships with tenants to encourage long-term occupancy and maintain community satisfaction.

LIHTC-Specific Responsibilities

  • Annual Recertifications: Oversee the annual recertification process, ensuring all tenant income and household data align with LIHTC requirements.
  • Compliance Audits: Assist in preparing for LIHTC compliance audits, ensuring all required documentation is up to date and accurate.
  • Record Management: Maintain tenant and property files in compliance with LIHTC regulations, ensuring accessibility for funders or regulatory agencies.

Emergencies & Crisis Management

  • Emergency Response: Be the first point of contact for property emergencies, coordinating solutions with tenants and service providers.
  • Eviction Process Assistance: Support legal eviction proceedings by ensuring accurate documentation and adherence to NYC and LIHTC protocols.

Work Requirements and Qualifications:

  • Bachelor’s degree in Business Management, Real Estate, Urban Planning, Public Administration,or a related field.
  • A minimum of 3+ years of hands-on experience in affordable housing property management within New York City.
  • Demonstrated experience managing compliance for LIHTC properties, including tenant recertifications, income verifications, and preparing for compliance audits.
  • Familiarity with NYC rent stabilization laws, HPD programs, NYCHA Section 8 vouchers, CityFHEPS, and Local Laws (e.g., Local Laws 11, 84, and 97).
  • In-depth knowledge of affordable housing regulations, including LIHTC and NYC-specific tenant protection laws.
  • Strong understanding of NYC Housing Maintenance Code and Department of Buildings (DOB) codes.
