Description General Description This is a professional non-sworn position within the Criminal Investigations Division. A Civilian Investigator assists Detectives/Police Officers assigned to the investigation of criminal cases. The employee in this position is responsible for assisting in long term criminal cases, cold cases, background investigations for Petersburg Bureau of Police employment and investigations directed by the Chief of Police or his/her designee. The employee may also assist in cases involving high profile matters and sensitive information.
They may gather physical evidence and ensure the integrity of the evidence, prepare detailed investigative and supplemental case reports, and communicate with follow-up investigators regarding observations and processing actions under the supervision of a sworn Petersburg Bureau of Police, Police Officer. This employee must be able to work without constant/direct supervision and communicate professionally both verbally and in writing. This individual must be willing to work in all types of weather conditions, heights, different terrain, and work with blood borne pathogens as well as hazardous materials.
This employee works under the immediate supervision of the Detective Sergeant in the Major Crimes Unit. All work created by this employee will be thoroughly examined by the Detective, Sergeant of the Major Crimes Unit where it will be forwarded through the Chain of Command
within the Division for review.
Essential Functions Duties and Responsibilities T he functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary. Essential Functions: - Assists the Major Crimes Division regarding cold cases.
- Assists on crime scenes if needed under the direct supervision of a Sworn Petersburg Bureau of Police detective or higher ranking officer such as Sergeant, Lieutenant, Captain, Deputy Chief and Chief of Police.
- Preparing preliminary and supplemental reports as directed by Supervision.
- Document all findings via supplemental reports relating to cold case investigations.
- Keeps detailed and comprehensive notes on assigned investigations.
- Obtains other documents from candidates to verify the suitability for employment, including but not limited to a credit history report and criminal history report; provides all documentation to the training division related to the potential of hire for new employees of the Petersburg Bureau of Police.
- Interviews witnesses, business owners, current and prior employers as it relates to current cases and cold cases in the presence of a sworn Petersburg Bureau of Police Detective.
- Performs duties and tasks designated by the Chief of Police
- Candidate must be able to multitask and demonstrate working in a team setting environment.
- Candidate must be able to prepare clear, concise and detailed reports.
- Candidate must demonstrate cultural sensitivity through tact and courtesy when dealing with individuals from various social, cultural, racial and economic backgrounds.
Qualifications Knowledge, Skills and Abilities: - General knowledge of police department policies, procedures, rules, and regulations
- General knowledge of the City Code and VA Law.
- General knowledge of operations, services, and activities of a property and evidence program.
- General knowledge of methods, procedures, principles, practices, and terminology used in property and evidence handling, recording, preservation, storage and release of evidence.
- General knowledge of office procedures, methods, and equipment including computers and applicable software applications.
- Maintain all protocols in the chain of custody. Ability to communicate with citizens and police officers in a courteous, firm and tactful manner.
- Ability to identify details, such as fingerprints and crime scene evidence.
- Ability to establish and maintain effective working relationships both internally and externally with excellent customer service.
- Ability to listen and have strong written and oral communication skills.
Required Education and Experience: - Associate's degree in Police Science, Forensic Science, Administration of Justice, Criminal Justice; or an equivalent combination of training and experience.
- Graduation from an accredited Commonwealth of Virginia Police academy.
- Preferred candidate will have a minimum of 15 years as a prior sworn officer.
- Preferred candidate must have left his/her agency in good standing from a certified DCJS law enforcement agency within the Commonwealth of Virginia.
- Must not exceed more than 32 hours of work per work.
Special Certifications and Licenses: Valid Virginia Driver's License.

Additional Requirements Work Schedule: Shift rotation and on-call schedule.
Physical Requirements and Working Conditions: The physical duties include but are not limited to: Walking, standing, bending, stooping, operating a motor vehicle, carrying up to 40 pounds, reaching lifting, grasping, talking, hearing and repetitive motions. This employee regularly operates a variety of machinery and equipment, including vehicles, telephones, computers, calculators, copiers, etc. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and completing reports, accounting transcription, computer terminal viewing and extensive reading. Lastly, this individual must be willing to work in all types of weather conditions, heights, different terrain and work with blood borne pathogens as well as hazardous materials.
