Job Summary
Under general supervision of the Shift Supervisor, the Plant Operator 2nd Class is responsible for the safe and proper operation of a variety of plant equipment including turbines, generators and auxiliaries, checking operating equipment, taking required readings and performing work of lower or higher classification as necessary. During an emergency, the Plant Operator 2nd Class Operator must be capable of determining and taking corrective action necessary to maintain the generating capability of the plant or to secure the unit quickly and in a safe manner.
Because the Authority has a primary responsibility to serve the public 24 hours per day an employee in this class is expected to work overtime as conditions demand, and may be required to accept overtime on short notice during emergency or unusual conditions.

Essential Duties & Responsibilities


  • Maintains log sheet reports in neat conditions; records and evaluates for abnormal conditions and when detected reports to supervisor
  • Cleans burners, performs water analysis, cleans fuel oil strainers, performs fireside inspection, and other duties including data collection and evaluation
  • Brings turbine to operating speed; makes all safety and protective checks and adjustments such as, but not limited to LP extraction, governor adjustments, etc.; must be familiar with over speed and vacuum trip and methods of testing.
  • Logs all data pertaining to the steam cycle and auxiliaries, including lube oil system, circulating water, fuel oil system and storage, cooling water system and evaluates same; maintains intake screen in clean and free conditions
  • Inspects and assists as directed and necessary, all phases of power plant operation outside the control room; must assist and direct the 3rd Class Operators and instruct as necessary for the performance and efficiency of these operators. As directed by supervisor, will rotate station with 3rd Class Operator for his training and evaluation on occasional or scheduled basis
  • Studies Station Order Book, reviews blueprints and manuals in order to keep informed of changes and advancement in plant operations and procedures
  • Agrees and understands that the continuity of electric and water service for the people of the Virgin Islands is the first priority; therefore, employees must accept overtime work
  • Participates in training in power plant operations, maintenance, fire fighting and first aid training and drills as required.
  • Takes the bi-hourly readings and keeps alert for abnormal valves and reviews each set of readings with the Shift Supervisor
  • Changes all recording charts in their units noting thereon the various integrator and other meter readings in accordance with the daily schedule
  • Maintains plant cleanliness in accordance with the public cleaning station. Spills made during a shift are to be taken care of during the shift they occurred.
  • Maintains the steam plant and advises the maintenance crew of needed repairs via the "Trouble Book"
  • Works in cooperation with the Shift Supervisor to roll turbines and observes start-up and shut-down procedures and sequence for all equipment in their respective units.

Required Knowledge, Skills & Abilities


  • Working knowledge of the functions and operations of a variety of plant equipment such as turbines, gas turbines, auxiliaries and desalination plants
  • Working knowledge of emergency procedures applicable to turbine generator operation
  • Thorough knowledge of the hazards of the trade and precautions to be observed
  • Ability to read and interpret measuring and testing devices connected with power plant operations
  • Ability to understand and follow oral and written instructions
  • Ability to establish and maintain effective working relationships
  • Skill in determining working condition of equipment, detecting and correcting malfunctions in operations and in taking precaution against occupational hazards connected with power plant operations.

Education & Experience
High school diploma, or equivalent, including or supplemented by courses in the mechanical or electrical trades and two (2) years of experience in power and water desalination plant operation.
